Preheat oven to 400 degrees.
In small bowl, combine sugar, cinnamon, nutmeg and ginger; sprinkle 1/2 teaspoon of the mixture inside each cored apple. Gently press 1 tablespoon raisins into each cavity; top with 1/2 teaspoon margarine. Sprinkle each with remaining sugar mixture.
Place apples in an 8" x 8" glass baking dish, along with the 4 Tablespoons of water. Bake apples for 45 minutes. Remove from oven and if desired, drizzle each apple with 1/2 tsp. caramel ice cream topping. Serve at once.
